BOD PHRF Penalty

Anyone aware of any PHRF boards the assess a penalty for having a BOD? Or considered it but ruled it out?
ThanksIn New York I know that Long Island and Hudson River clubs assess a penalty. I have a Beam and Jock Straps and suffer a 3 point penalty.
PHRF-Lake Ontario does not penalize a BOD.
